Notice of Public Sale

SEMMCHRA will have a public sale on Friday August 23, 2024 from 11 a.m. to 1 p.m. for surplus  property that will be sold by sealed bid.  Sealed bids will be opened the following Monday August 26, 2024 and the sales will be awarded to the highest bidder. Notice of Public Hearing-PHA 2025 Annual Plan, Capital Fund 5 Yr. Action Plan and FSS Action Plan

A public hearing will be conducted by the Board of the Southeastern Minnesota Multi-County Housing and Redevelopment Authority (SEMMCHRA) in Wabasha, Minnesota, on Wednesday, September 25, 2024, at approximately 10:05 am at the SEMMCHRA office located at 134 2nd Street East, Wabasha MN and via GoTo Meeting.

The purpose of this meeting is to review the Fiscal Year 2025 Annual Plan, Family Self Sufficiency (FSS) Action Plan and the Capital Fund Program (CFP) 5-year Action Plan developed in compliance with the Quality Housing and Work Responsibility Act of 1998.

Free Home Rehab Program-Apply Today!

Construction season is here and with supply chain issues on the mend, there is no better time to start a rehab project with the Southeastern Minnesota Multi-County Housing and Redevelopment Authority (SEMMCHRA). After years of slow moving and hard to navigate construction, SEMMCHRA has a wide selection of programs for homeowners to access. Funds are limited and are on a first come first served basis – contact to apply today.

If you live in the cities of Pine Island, Dennison, Goodhue, Goodview, Kasson, St. Charles, Mazeppa, Rollingstone, Altura, or Cannon Falls you may be eligible for up to $25,000 of free rehab work on your home. Housing rehab work is restricted to households at 80% of the area median, roughly $65,000 for two people, and adjusts by county and household size, call for more information. Work can include new roofing, windows, electrical, and exterior doors; updates to make your home more energy efficient such as a modern furnace or water heater; or you can make your home more accessible with installation of grab handles, ramps, or a first-floor bathroom.

Financing for the project is structured as a multi-year loan with zero percent interest and no accrued costs to the homeowner. The loan is forgiven and functions as a grant upon maturity.

SEMMCHRA IS STILL ACCEPTING APPLICATIONS FOR GRANT WRITING SERVICES TO ASSIST COMMUNITIES IN BRINGING HOME HISTORIC STATE HOUSING INVESTMENT

SEMMCHRA has funds available to assist certain Goodhue, Wabasha, and Winona County communities in applying for funding in housing. Eligibility has been expanded to include other housing programs in addition to MHFA funds. Capacity is often the prohibiting factor in applying for funding. Therefore, this grant opportunity is designed to assist local communities in addressing staffing and financial issues associated with applying for affordable housing funding.

Eligible applicants must be a local government, nonprofit, landlord or developer in addition to meeting other requirements. The application and a full list of requirements, can be found online at https://www.semmchra.org/community-development/

Goodhue County Announce ‘Bring It Home’ Initiative

Goodhue County is home to a strong groundbreaking history and we know within our County are the skills, tools, and expertise to bring affordable housing options back to the area. Such is why Goodhue County is now accepting applications for the use of trust funds and statewide affordable housing aid (SAHA) to assist in building, preserving, and establishing affordable housing options within the County.
In 2018, Goodhue County established the Affordable Housing Trust Fund (AHTF) through our partner Southern Minnesota Multi-County Housing and Redevelopment Authority (SEMMCHRA). The Trust is dedicated to preserving and creating affordable housing opportunities for households with lower incomes. Over $650,000 of funds are available from the trust fund or statewide affordable housing aid for these affordable housing projects.
To apply to use these funds, the applicant must be a local government, nonprofit, landlord or developer in addition to other requirements. To apply and see a full list of requirements, please visit www.semmchra.org/community-development/

SEMMCHRA Launches “Bring It Home” initiative to Garner State’s $1.3 Billion Housing Investment

In partnership with the counties of Goodhue, Wabasha, and Winona, the Southeastern Minnesota Multi-County Housing and Redevelopment Authority (SEMMCHRA) announced the “Bring It Home” initiative to assist in the process of seeking the State’s $1.3 billion housing investment.  Through the participating county’s investment of local tax funds and statewide affordable housing aid allocations, SEMMCHRA will be helping to facilitate the process of assisting communities and organizations advocate for themselves through the upcoming grant process.  A list of the State’s current and upcoming grant funding opportunities can be found at Agency Planning for Funds (mnhousing.gov).

SEMMCHRA staff will be reaching out to local units of government and non-profits located within those counties to help inform them of upcoming funding streams that may be related to their current or future plans to create and/or preserve affordable housing opportunities within their communities.

SEMMCHRA will start accepting applications for grant writing and leverage funds for applicable projects through the State’s programs starting in February or as funds are available. This open pipeline concept for funding includes requests for grant writing services that would be needed to apply for the State’s $1.3 billion programs. Additional funds may also be awarded through the respective local county affordable housing trust fund to be used as leverage within the formal project grant application. Applicants must be able to demonstrate their ability to self-administer the grant or contract services for the administration of the grant. Awards are based on impact, available funding and on a first come, first served basis.

Waiting List is Closed

Beginning February 15, 2024, and until further notice, the Southeastern Minnesota Multi-County HRA will stop accepting applications for its Housing Choice Voucher (Section 8) rental assistance program.  The PHA will not accept any applications received after 11:59 PM on February 14, 2024.

All applications received prior to February 15th will be processed according to the PHA’s approved policies.  The policies include preferences for those who live, work or attend school in the Southeastern Minnesota Multi-County HRA jurisdiction, elderly, disabled, families with children, homeless, victim of domestic abuse and for veterans, or active military service member.

The Southeastern Minnesota Multi-County HRA will announce in advance when the waiting list will reopen for new applications.
