SEMMCHRA’s Community Development Department is integral to supporting the Counties of Wabasha, Dodge, Winona (excluding the City of Winona), and Goodhue (excluding the City of Red Wing) in developing and maintaining the areas affordable housing stock through three primary approaches: housing rehabilitation projects, capital projects, and housing trust funds.
SEMMCHRA offers financing to income qualified homeowners for rehabilitation work on their homes. Currently, opportunities are available in West Concord, Claremont, Goodhue, Dennison, Goodview, Kasson, Pine Island, St. Charles, Wabasha, Rollingstone, Altura, Mazeppa, and Cannon Falls. Homeowners must be at or below 80% of the area median income for their county. The goal of these programs is to preserve affordable housing stock; enable adults to age in place; provide safe, affordable housing for all; and increase the homes energy efficiency.

SEMMCHRA owns and operates just under 500 units of affordable housing across its service area. To maintain all these units, there are frequent large capital projects to rehabilitate large crucial systems on these properties. SEMMCHRA is always seeking more contractors and bids for these projects.

A Housing Trust Fund is a mechanism for local government entities to provide assistance to affordable housing units. SEMMCHRA administers Housing Trust Funds on behalf of the counties of Wabasha, Goodhue (excluding the City of Red Wing), and Winona (excluding the City of Winona). Each Trust Fund has a unique ordinance which provides policies on how funds must be expended. Each County Board provides guidance to SEMMCHRA on timeline and methodology for spending. Typically, funds are allocated to projects via a Request for Proposal (RFP) process. Below is a list of current funding opportunities from the Housing Trust Funds and other sources.
SEMMCHRA consistently has work for contractors of all types and sizes across Winona, Goodhue, Wabasha, and Dodge Counties. Work varies from smaller owner-occupied single-family homes to larger multi-family projects. Contractors must have proper licensure and insurance. Woman owned and/or minority owner contractors are encouraged to apply.
