Home Renovation Lead Risk Assessment MHFA Rental Rehabilitation Loan Programs
Home Renovation SEMMCHRA, through the Minnesota Small Cities Development Program, has established a deferred loan program in cities throughout our service area. The purpose of this program is to assist moderate-income households by improving the quality of their living environment through the repair and renovation of existing housing.
Currently we have open grants in the Cities of Goodview, Rollingstone, St. Charles, and Stockton.
If you qualify, you may receive a deferred loan. This is a sum of money paid by the HRA to correct defects in your home. A deferred loan does NOT have to be repaid unless you sell, transfer title or move from the property within 10 years.
Your total gross annual income must not exceed eligible amounts based upon number of household occupants. Your total gross income includes income from all members of your household who are 18 years of age and older. If the gross annual incomes does not exceed the income limit, you may qualify.
You must also meet these additional requirements: * You must own or be purchasing your home through contract for deed. * The building must be a permanent structure (manufactured homes are not eligible unless they are taxed as real property.) * Target area may apply.
If you would like an application to get on our waiting lists, please contact Nancy.

Lead Risk Assessments
SEMMCHRA provides lead risk assessment and clearance testing services. Our company has staff licensed with the State of Minnesota. Our agency uses a non-evasive portable XRF (X-Ray Fluorescence) spectrum analyzer used for reading the amount of lead-based paint in a surface. All laboratory samples will be analyzed by an approved NNLAP accredited laboratory.
SEMMCHRA's risk assessment will provide you with a detailed report showing the analyzed area and the amount of lead detected. You will end up with a report that will help to educate you on the areas of concern that need to be addressed and will also provide you with information on different options that could be taken to correct any potential for lead-based paint hazards.
SEMMCHRA's clearance exams will be conducted on properties post rehabilitation work and will provide you with laboratory analysis to give you the documentation of clearance results.
For more information, contact Christine Hartert at 651-565-2638 ext. 213 or email chrishra@wabasha.net
