Groundbreaking for Elgin’s Whitewater Way
A groundbreaking ceremony for Whitewater Way will signal the start of construction on affordable single-family lots for sale in Elgin. The City of Elgin, the Elgin EDA and the Southeastern Minnesota Multi-County Housing and Redevelopment Authority invite the public to attend the groundbreaking ceremony for Whitewater Way southeast of Elgin off of Hwy. 42 on First Street SE on May 15th at 4:30 p.m.
Refreshments will be served at the Elgin City Hall, 155 East Main Street following the groundbreaking ceremony. Staff from SEMMCHRA will be available to answer questions about the project with persons interested purchasing a single-family lot.

Whitewater Way
Whitewater Way will consist of 47 single-family lots for sale and 3 multi-family lots and will be developed in two phases. Phase I will consist of 21 single-family lots for sale to area homebuyers and 2 multi-family lots. It is proposed that 24 mixed use rental town home units and 8 for sale town home units will be developed in both the Phase I and Phase II developments. Phase II will open up the remainder of the 26 single family lots for sale and the remaining multi family lot. $1,118,545.00 Available for First Time Homebuyers

The Minnesota Housing Finance Agency (MHFA), Red Wing HRA and the Southeastern Minnesota Multi-County Housing and Redevelopment Authority announced that Goodhue, Wabasha and Winona County (excluding the cities of Lake City, Wabasha and Winona) would receive $1,118,545.00 to provide homeownership opportunities through the Agency’s Minnesota City Participation Program (MCPP). The initial interest rate for this year’s program is 6.15% and the mortgage offered is a 30-year, fixed rate loan. The cities of Lake City, Wabasha and Winona have their own pool of funds and residents within those city limits must contact those communities.

Now in its twelfth year, the Minnesota Cities Participation Program provides low-interest loans to qualified first-time homebuyers who meet established income and house price limits. Residents also may be eligible for MHFA’s Homeownership Assistance Fund (HAF), which offers an interest free, second mortgage to assist first-time homebuyers with downpayment and/or monthly payment costs.

Mike Haley, MHFA Assistant Commissioner, announced “The Minnesota Housing Finance Agency is pleased to assist Goodhue, Wabasha and Winona County in providing this outstanding opportunity to local first-time home buyers.” Haley explained, “Minnesotans can apply for a very low interest rate first mortgage loan and, together with the Homeownership Assistance Fund, be provided with one of the most affordable home finance packages anywhere.”

Funding for the Minnesota City Participation Program may be used for the purchase of a new or existing home. The price limits for the purchase of a home vary by county.
