Family Self-Sufficiency Program
What is it? The FSS Program is geared toward helping families achieve financial independence. This is accomplished by combining Public Housing or Section 8 Rental Assistance with other public or private resources.
In essence, the FSS Program will help remove the barriers to full-time employment and offers an accessible escrow savings account. Past participants have used it for such things as a downpayment on a home or car.
Am I Eligible? Families and single persons receiving Public Housing or Section 8 Rental Assistance are eligible for the FSS Program without regard to race, color, religion, national origin, gender or status in regard to public assistance. The only other requirement is an interest in being off of public assistance and maintaining suitable employment.
How Can It Help Me? 1. SUPPORT :Through the FSS Program, you would be assisted by a representative who will discuss your needs and goals and help you set up a plan to become economically independent.
2. DIRECTION: The representative will work with you to locate those support services needed to reach your goals, (i.e. career counseling, educational opportunities, job training, placement services, budget counseling, etc.)
3. SAVINGS ACCOUNT: An escrow savings account can be started for you by the HRA. The amount of money contributed to the account is determined by how much your earned income increases over the term of the contract. The participant can withdraw this money after completing the program, or during the course of the program to meet their goals.
How Can I Get On The FSS Program? Once you begin to receive Public Housing or Section 8 Rental Assistance, you can complete an application for the FSS Program.
After we have determined you are eligible, you would meet with a representative to discuss your needs. A plan would be developed to outline your family's goals and the services needed to achieve self-sufficiency. Finally, a FSS Contract of Participation would be executed.
